Bertanya kepada Y.A.B Menteri Besar:-
1) Skandal tanah RPT Kampung Sungai Itek
Dalam satu projek RPT di Kampung Sungai Itek, Gopeng, Ketua Bahagian UMNO Gopeng dan tiga ketua kampung yang dilantik oleh UMNO telah diberi kuota sebanyak 40 lot. Menurut laporan akhbar, kerajaan negeri telah menubuhkan satu jawatankuasa siasatan yang diketuai oleh SUK untuk menyiasat skandal tanah RPT Kampung Sungai Itek.
a) Apakah hasil siasatan yang didapati oleh pihak jawatankuasa siasatan?
b) Pihak manakah yang akan diambil tindakan?
c) Adakah kerajaan akan membuka keahlian jawatankuasa tanah kepada wakil-wakil rakyat Pakatan Rakyat agar satu mekanisme “check and balance” akan wujud?
2) Kebajikan masyarakat orang asli
Kebajikan masyarakat orang asli sering diabaikan oleh pihak berkuasa.
a) Kerajaan Pakatan Rakyat sebelum ini telah merancang untuk memberi tanah kepada masyarakat orang asli di negeri Perak. Adakah kerajaan akan mengikut jejak kerajaan sebelum ini?
b) Jalan masuk utama ke kampung-kampung orang asli di Gopeng (Ulu Geroh, Serkal, Ulu Geruntum, Ulu Kampar dan lain-lain) dalam keadaan yang teruk. Adakah kerajaan akan memperbaiki jalan tersebut?
c) Ada sesetengah kampung orang asli masih belum ada bekalan elektrik seperti Kampung Ulu Kampar. Adakah kerajaan akan memberi bekalan elektrik kepada kampung-kampung tersebut?
3) Wang yang dibelanja untuk iklan
Sejak Barisan Nasional merampas kuasa di negeri Perak, berapakah wang yang dibelanja oleh kerajaan negeri atas iklan, publisiti atau penerangan?
a) Iklan Menteri Besar dan isteri yang dipamerkan di papan iklan yang berada di sebelah kediaman rasmi YAB Menteri Besar melibatkan berapa kos?
b) Apakah harga biasa DBI untuk mempamerkan iklan di papan iklan tersebut (sebelah kediaman YAB MB)?
SOALAN BERTULIS
1) Pemberian tanah dan pengusiran yang menjejaskan kehidupan petani
Kerajaan telah memberikan sebahagian Lot 72291, 74267 dan tanah kerajaan seluas 50 ekar di kawasan Kampung Sungai Itek, Gopeng kepada sebuah syarikat bernama Omega Kilat Bina Sdn Bhd. Difahamkan syarikat ini akan mengusir petani-petani yang menjalankan aktiviti-aktiviti pertanian di atas tanah tersebut. Pengusiran ini telah menjejaskan kehidupan petani-petani tempatan terutamanya pembela ikan hiasan.
a) Sedangkan petani-petani telah berusaha di kawasan tersebut lebih daripada 20 tahun dan pernah mengemukakan permohonan tanah, kenapa tanah tidak diluluskan kepada mereka?
b) Adakah kerajaan akan memberikan pampasan kepada para petani yang telah kian lama berusaha di tanah tersebut?
c) Mengapa kerajaan tidak memberikan keutamaan kepada industri ikan hiasan sedangkan industri ini banyak mendatangkan keuntungan kepada Negara dengan pengeksportan ikan-ikan hiasan?
2) Lampu Jalan di Jalan Persekutuan Ipoh – Gopeng
Permohonan untuk memasang lampu jalan di selekoh Jalan Ipoh-Gopeng (Jalan Persekutuan), lebih kurang 700m dari Pekan Gopeng, telah lama dihantar kepada pihak yang berkenaan. Namun, pihak JKR mengatakan bahawa permohonan tersebut di luar bidang kuasa mereka kerana itu adalah di bawah bidang kuasa Majlis Daerah Kampar. Majlis Daerah Kampar pula mengatakan lampu jalan di jalan persekutuan tersebut adalah di bawah bidang kuasa JKR.
a) Jabatan manakah yang patut mengendalikan permohonan lampu jalan itu?
b) Mengapa kerajaan mengambil masa yang lama untuk memproses permohonan tersebut?
c) Adakah kerajaan akan meluluskan permohonan tersebut sedangkan banyak kemalangan telah berlaku di kawasan tersebut akibat kegelapan?
3) Status permohonan tapak pembinaan Dewan Orang Ramai di Lawan Kuda
Pada Mei 2008, satu permohonan telah dihantar oleh ADUN Teja untuk memohon satu tapak (LOT PA 205949) seluas 1424 m2 untuk membina Dewan Orang Ramai di Lawan Kuda.
Pada bulan Oktober, pihak Pejabat Tanah dan Daerah Kampar telahpun menghantar surat (ruj: Bil.(4)dlm.PTG&K(PK)07-1/2008) kepada Jabatan Perancang Bandar dan Desa, Majlis Daerah Kinta Selatan (sekarang Majlis Daerah Kampar) dan Bahagian Perumahan Awam SUK untuk mendapatkan ulasan. Ketiga-tiga jabatan teknikal telah membalas surat tersebut dengan ulasan “tiada halangan”. Namun, perkara ini tidak ada apa-apa perkembangan sampai hari ini.
a) Apakah status permohonan ini?
b) Secara prinsipnya, adakah kerajaan akan meluluskan permohonan tersebut?
c) Adakah kerajaan negeri akan mempercepatkan proses permohonan tapak ini sedangkan perkara ini melibatkan kepentingan rakyat di kawasan Lawan Kuda?
4) Pasu-pasu hiasan di sepanjang Jalan Raja Dr. Nazrin Shah
Sebelum ini, pihak DBI telah menempatkan banyak pasu berlubang siap dengan lampu hiasan untuk menghiaskan jalan di hadapan Hotel Casuarina dan Istana Kinta (Jalan Raja Dr. Nazrin Shah).
a) Berapakah kos untuk membeli dan menempatkan pasu-pasu hiasan tersebut?
b) Manakah pasu-pasu tersebut sekarang dan kenapa?
c) Berapa lama pasu-pasu tersebut berada di Jalan Raja Dr. Nazrin Shah sebelum dialihkan?
5) Peruntukan DUN Teja
Selepas Barisan Nasional merampas kerajaan negeri Perak, peruntukan tahunan untuk DUN Teja tidak diberikan kepada ADUN Teja.
a) Siapa yang diberi amanah untuk mengawal penggunaan peruntukan tahunan DUN Teja sebanyak RM 200,000 itu?
b) Senaraikan outright grant dan projek-projek kecil peruntukan DUN Teja yang diberikan dan dijalankan sepanjang tahun 2009.

PKR rep wants land released to the poor

IPOH, Dec 30 – A Perak PKR assemblyman has issued a warning to the Kampar land committee to release the 40 plots of land allocated to Umno members and village heads under the Sungai Itek planned village programme or get hauled up to the Malaysian Anti-Corruption Commission (MACC).
Teja assemblyman Chang Lih Kang, who has already lodged a report to MACC on the alleged land scam in Gopeng, told a press conference today that the 40 plots of land should be released immediately and given out to the poor instead.
“If the land committee fails to do this, I will refer all those who sit on the committee to the MACC as soon as possible,” he warned, adding that the committee should sit soon to decide on the final list of candidates to receive plots under the programme.
He said that among those who sit on the committee are Mentri Besar Datuk Seri Dr Zambry Abd Kadir or his representative, the Land and Mines Department director or his representative, Tualang Sekah assemblyman Nolee Ashilin Mohammed Radzi and Kampar MP Datuk Lee Chee Leong.
Chang had exposed the supposed land scam earlier this month when he revealed that 40 out of the 127 plots under the Sungai Itek planned village programme which were meant for the poor and the landless had been allocated to Umno politicians, including Gopeng Umno division chief Datuk Hamzah Kassim, and Barisan Nasional-appointed village heads.
He has since lodged a report with the MACC.
Chang also scoffed at state executive councillor Datuk Hamidah Osman for claiming last week that the state government was not aware of the land quota for Umno cronies and that the blame lay in the hands of the Kampar district officer Ahmad Kamarulzaman Hamzah.
“Putting the blame on a civil servant when such mismanagement is revealed is clearly the practice of politics of cowardice.
“The district officer stands to gain nothing from preparing such a quota for Umno politicians so why would he do so unless he was under certain political pressure?” said Chang.
He said that Ahmad Kamarulzaman was being used as the scapegoat to wipe away all blame from Hamzah and his crew.
“Furthermore, Hamidah is not fit to pass comment on this issue because for one thing, the land portfolio does not come under her jurisdiction.
“Also, her sincerity is questionable as she is the Gopeng Wanita Umno chief while Hamzah is the Gopeng division chief. The two of them also used to be business partners in a company called Projek Bitara Sdn Bhd,” claimed Chang.
When contacted, Perak MACC deputy director Norasmi Shari told The Malaysian Insider that the commission had yet to decide whether to proceed with investigations into Chang’s earlier report.
He confirmed that the case had been filed with the MACC and that Chang’s statement had since been recorded.
“We have not decided on whether to proceed yet with the case. However, we will do what is necessary,” he said.
Ahmad Kamarulzaman could not be reached for comment.

I am going to lodge a MACC report at 11am today, against the BN MB Dato’ Seri Zambry Abd Kadir and the UMNO Gopeng division chief, Datuk Hamzah Mohd Kassim.

I have given enough time, and Hamzah seems no repentance.

After a thorough check with SSM, we found that Hamzah not only allocated lands to his division committee members, but also to his business partner. Besides, we also found out that Hamzah is currently director of 3 companies and major shareholder for another 2 companies. And he got the RPT (Rancangan Perkampungan Tersusun) land. This is unscrupulous!

And Zambry, as the chairman for state land committee cum UMNO state liaison chief must be held full responsibility for this policy (that provides quotas to UMNO division chief).

IPOH, Nov 6 – The collapsed suspension bridge in Kuala Dipang that caused the deaths of three schoolchildren recently had been an illegal structure, Pakatan Rakyat’s ad hoc task force revealed today.
Task force member Teja assemblyman Chang Lih Kang told a press conference this afternoon that no application had ever been sent to the Kampar district council to seek approval before the bridge was built.
The bridge, he added, was worth about RM40,000 and had been constructed by a private company based in Kuala Lumpur as a contribution to the district education office.
“We have interviewed several people, including the Kampar district officer and the chief assistant district officer, but they revealed that the council was never informed of such a structure,” he said.
Chang said that before such a bridge could be built, an application would first have to be made with the council since the land was within the council’s jurisdiction.
“They will have to submit a ‘Borang A’ to the council and then, the council’s one-stop centre will send out the application to four different government agencies for further approval – the Health Department, Drainage and Irrigation Department (DID), Fire and Rescue Department (Bomba) and the Department of Environment,” he said.
Only if the structure satisfied all requirements, and all four departments gave the green light, would the council issue an approval.
“Once the structure is completed, a consultant engineer must issue a Certificate of Compliance and Completion,” he said.
In the case of the Kuala Dipang bridge, said Chang, none of the requirements had been met.
“In fact, we are not even sure if the company had employed any consultant engineer at all in the first place.
“Furthermore, according to DID guidelines, a construction like the bridge needs to have special measurements taken for the prevention of soil erosion.
“From our observation after we visited the site on Tuesday, no such measurements were taken. There were no retaining walls to hold up the structure and its base was built too close to the river,” said Chang.
Meanwhile, the task force’s chairman, Tronoh assemblyman V. Sivakumar said that, based on interviews with some of the children who witnessed the tragedy on Oct 27, there had been no teacher-supervisors watching over the children at the time of the incident.
“From what we were told, not more than five teachers were tasked to look out for the children during the time of the incident. The remaining group of teachers were apparently having a briefing session in the school building,” he said.
Apparently, during the time the group of schoolchildren were crossing the bridge, not a single teacher was keeping watch over them, he added.
“Before that, the students were told that they were only allowed to cross the bridge six at a time and before the incident, the teachers were careful to make sure of that.
“But later that night, no one supervised. That was why there were actually 22 students crossing the bridge at the same time,” said Sivakumar.
He added that as children, the group would naturally get playful and begin playing around with the handrails and jumping on the frail structure.
“That was when the bridge collapsed. And from what we were told, only three teachers had helped to rescue the children – two men and one woman. The others were busy in the meeting,” he said.
The incident, which occurred about 10.30pm that night, caused the deaths of N. Dina Deve and M. Devatharshini, both 11, and 12-year-old V. Divyashree.
The three had been participants in the Education Ministry’s 1 Malaysia unity camp which involved a total of 298 students from 60 schools in the Kinta Selatan district.
Furthermore, Sivakumar said that despite the large number of participants, only 30 teachers were employed to look after the children.
“Meaning, one teacher has to look after 10 children. To make matters worse, during that night, most of them chose to go for a briefing.
“Why do they need to have a briefing at the time when they should be taking care of the children?” he said.
Sivakumar added that the parents of the three deceased had also not been aware of where the camp would be taking their children and that there would be physical activities involved.
“As for the two 11-year-olds, they were not even supposed to be a part of the camp because it was actually meant for Standard 6 students.
“They were only told that there were not enough students on the very day itself,” he said.
He added that before their children were allowed to go for the camp, the parents of the students were made to sign disclaimer forms which absolved the authorities of all responsibility should any incident happen.
“But how can this be fair when the location of the camp itself was not safe and the parents are not even made aware of this?” said Sivakumar.
The PR ad hoc task force will set out to interview the district education department and the DID next as well as get a consultant engineer to study the structural defects of the bridge at the site.
They are also pushing for a public inquiry to be held on the incident.
The Education Ministry is also probing the incident and their investigations are estimated to be completed by the end of next week.

A lot of people are asking, what actually happened on the 28th of October sitting? I know what they meant, they are actually asking what happened after we entered the SUK compound but before we entered the hall. Because most of what happening before we entered SUK and after we entered the assembly hall were reported in the mainstream paper.

So I would like to start from the moment we crossed the gate of the SUK building. We were walking in a group, all 28 of us, and there were only 28 of us… Nizar was holding Sivakumar’s hand, as we anticipated the police might have aimed Sivakumar for his robe. (Sivakumar was on full Speaker’s attire)

True enough, a police officer named ASP Bala (the police in the pic) came to us and spoke in a very good manner. He told us he is not barring us from going, but he just wanted to serve Sivakumar a notice. It was already 10am, and the assembly was supposed to start. We asked ASP Bala to serve the notice after the assembly, because no assemblyman shall be harassed by any police when he/she is in the compound of state assembly. In fact, police can even be incriminated for doing so because under Section 124 of the Penal Code, anyone who blocks a lawmaker from carrying out his duties can be jailed up to 7 years!

Nizar alleges plot to attack PR lawmakers

LUMUT, Oct 24 – Former Perak Mentri Besar Datuk Seri Mohammad Nizar Jamaluddin has alleged that the Barisan Nasional administration had “an evil plan” to attack Pakatan Rakyat lawmakers during the Oct 28 sitting if they attempted to stop any proceeding.

He claimed that “insiders” had informed him the BN had already terminated the services of the current sergeants-at-arms in the state assembly and had replaced them with 15 new ones, all from Umno.

“From what we were told, these 15 are ‘samsengs’ from Umno and come the state assembly sitting in Oct 28, they will be appointed officially as the new sergeants-at-arms,” he told a press conference after launching the Perak PR Youth at Markas PAS in Batu 9, Lekir.

He added that his source had also told him that five PR assemblymen were targetted and would be victims of violent attacks in the event that the tabling of the 2010 budget was hindered.

The five, he said, were Chan Ming Kai (Simpang Pulai), Chang Lih Kang (Teja), A. Sivasubramaniam (Buntong), Thomas Su (Pasir Pinji) and S. Kesavan (Hutan Melintang). (more…)

According to the latest news report, Tian was found guilty by the KL Magistrate’s court.

I am not going to enter into the details of the case, but here are some of the Magistrate’s classic statement:

“Even a video recording submitted by the defence showed he had resisted arrest.

“Although the video recording did not show the biting did not take place, I believe it did as the police had testified that he had punched the accused and Tian Chua had retaliated by biting,” said the magistrate.

Mohd Faizi said the policeman was not on trial but the accused was.

“I find the policeman’s credibility intact as he did admit when testifying at the prosecution stage that he did punch Tian Chua,”

From the above statement, we can gather some facts:

1) The policeman did punch Tian

2) Tian resisted the arrest (which he claims illegal)

3) Video did not show the biting take place

But the Magistrate’s conclusion is: GUILTY! 6 months’ jail and RM3000 fine! Ridiculously, the judgment is solely based on the Magistrate’s trust on the so-called “credible” policeman. And he is “credible” because he admitted he did punch Tian when the arrest took place.

You are depriving one’s liberty, but the basis of your judgment is just your trust on someone else, without any substantial proof. Is this a criminal case or a civil case? Boleh ke macam ni? MALAYSIA BOLEH!

We had a press conference this afternoon. YB Dr. Lee (Gopeng MP), YB Tai  (Kuala Sepetang SA), YB Ming Kai (Spg Pulai SA) and myself were present. It was regarding the issue of private independent secondary school in Perak.

To cut the story short, I am only going to report the gist of it. When Pakatan Rakyat was in power, we awarded 1000 hectares land, on top of a yearly financial aid of RM270,000/= (RM30,000 each) to the 9 private independent secondary schools in the state.

During Hari Raya, our banner was taken down by the local council, because we did not apply for a permit (it’s just a RM10 sticker). I was very unhappy then. However, we thought it’s okay to pay RM10 for putting up a banner like that, so we abide the regulations.

This time round, we applied stickers for our Deepavali banners. No untoward incident happen. But something pissed me off! The BN’s Deepavali banner is hung just beside ours. It does not have any local authority sticker, but yet it is still remain untouched until today.

Blatant double standard!

In the past few months, I was troubled by the unfriendly method to upload photo in my blog. But i was busy moving around, until i met my webmaster, pcball on Thursday.

It seems that the only problem i had was the outdated version of wordpress. He has updated for me, and rejuvenated my blog! Hehe…..good excuse though lame. Anyway, will try to keep this an active blog. Let’s see how far i can go  ;p

Btw, my chinese blog is still facing the same problem. Waiting for pcball…
